No-Solicitation and No-Distribution--Publicity--Wearing Union Insignia.--An employer unlawfully maintained and enforced a rule, through two of its supervisors, against the wearing of union insignias at two facilities where it performed service contracts. As part of an organizational campaign for the employees, T-shirts with the slogan “Justice for Janitors” were worn. Despite the fact that the two facilities were vandalized by parties unknown, no special circumstances were shown to justify the infringement on the employees’ Section 7 rights. Section 8(a)(1).
