Finland's Ministry of Finance has launched a consultation on proposals to amend the tax rules for offshore wind power installations.

Finland intends to introduce equal rules for installations within its exclusive economic zone, comprising of territorial waters and the contiguous zone immediately beyond these.

The legislative proposal would enable Finland to exercise its right to tax in its exclusive economic zone within the limits of the UN Convention on the Law of the Sea.

Further, to level the playing field between offshore and onshore wind farms, the property tax burden on offshore wind power installations would be lowered, and the scope of property tax would extend to buildings and structures within the economic zone. In addition, activities carried out in the zone would be subject to income tax in Finland.

Feedback is being sought on the proposal by August 19, 2025.

The changes would be phased in starting in 2026.
