Finland's Finance Ministry has launched a consultation on plans to raise the mining and minerals tax burden.

The Government is proposing to raise the tax burden by EUR70m starting from next year.

Specifically, the tax on metallic minerals would be increased from 0.6 percent to 2.5 percent. The amount of the tax is based on the taxable value of the metal contained in the ore, which is confirmed annually by the Tax Administration. The tax on mining minerals other than those mentioned in the annex to the law would be increased from EUR0.20 to EUR0.60 per tonne of ore or useful rock extracted.

Exemptions would be introduced for side streams of mines, such as for waste rock and tailings, subject to conditions.

Feedback is being sought on the proposals by August 8, 2025.
