    As detailed in previous Products Liability Law Daily stories, the following Consumer Product Safety Commission actions are open for public comment until the dates indicated below. Comments may be submitted to the docket number identified in the heading of the document by any of the following methods: Federal eRulemaking Portal: Go to http://www.regulations.gov. Follow the online instructions for submitting comments. Mail/Hand delivery/Courier (for paper, disk, or CD-ROM submissions), preferably in five copies, to: Office of the Secretary, U.S. Consumer Product Safety Commission, Room 820, 4330 East West Highway, Bethesda, MD 20814; telephone (301) 504-7923.

    September 30, 2024. CPSC has proposed a rule to declare that any aerosol duster canister containing more than 18 mg in any combination of two hydrofluorocarbon propellants—HFC-152a (1,1-difluoroethane) and HFC-134a (1,1,1,2-tetrafluoroethane)—is a “banned hazardous substance” under the Federal Hazardous Substances Act (CPSC Notice of proposed rulemaking, 89 Fed. Reg. 61363 (July 31, 2024)).

    November 8, 2024. CPSC has proposed a rule to establish additional performance and labeling requirements for water bead toys and toys that contain water beads. The measure addresses ingestion, choking, aspiration, and insertion hazards (CPSC Notice of proposed rulemaking, 89 Fed. Reg. 73024 (Sept. 9, 2024)).

    November 14, 2024. CPSC has proposed a rule to add performance and labeling requirements for toys containing button cell and coin cell batteries. The comment period was originally scheduled to end on October 15, 2024, but was extended by 30 days to November 14, 2024 (CPSC Notice of proposed rulemaking, 89 Fed. Reg. 65791 (Aug. 13, 2024); Extension of comment period, 89 Fed. Reg. 79488 (Sept. 30, 2024)).
