The FCC’s Enforcement Bureau has issued a citation to Derycom Certification Services, Inc., for falsely stating that it is based in the U.S. in order to obtain status as a telecommunication certification body (TCB) and for operating beyond its authorized technical scope.

“In response to a letter from the FCC’s Office of Engineering and Technology, Derycom said in June that, despite its Minnesota incorporation and mailing address, five of its six employees and its four contract technical reviewers are located in China, and that Haiyan Liu, a citizen of China, holds a 99% ownership in Derycom,” the Enforcement Bureau said, FCC, Citation, File EB-SED-26-00041408 (Sept. 11, 2026).

“These issues call into question the integrity of Derycom’s regulatory compliance testing across multiple sectors of electronic devices marketed in the United States,” the bureau said.

It noted that the Communications Act barred the agency from imposing monetary forfeitures against an entity that did not hold or was not applying for a license, permit, certificate, or other authorization issued by the FCC unless it first issued a citation, provided a reasonable opportunity to respond, and the violator subsequently engaged in conduct described in the citation. It warned Derycom that if it “subsequently engages in any conduct described in this Citation, it may be subject to civil penalties, including but not limited to, substantial monetary forfeitures.”
