Cybersecurity Policy Report, State AG Task Force Sends Robocall Warning Letters, (Dec 8, 2025)

The Anti-Robocall Multistate Litigation Task Force, which consists of 51 state attorneys general, sent warning letters last week to four voice service providers demanding they stop routing suspected illegal robocalls through their networks.
The task force, which is led by North Carolina AG Jeff Jackson (D.), Indiana AG Todd Rokita (R.), and Ohio AG Dave Yost (R.), initiated phase 2 of “Operation Robocall Roundup,” expanding the crackdown on illegal robocalls to include four of the largest voice providers in the country. Warning letters were sent to Lumen Technologies, Inc., Peerless Network, Inc., Bandwidth, Inc., and Inteliquent, Inc.
“Phase 2 of Robocall Roundup is about the larger companies that are knowingly pushing through millions of scam robocalls,” AG Jackson said in a statement. “We’re giving them thirty days to clean this up. If they don’t, we’re prepared to use every tool we have. The scale of this abuse is outrageous and we’re not going to tolerate it.”
In August, the task force sent warning letters to 37 smaller voice providers that were allowing suspected illegal robocalls onto the U.S. telephone network. The second phase is intended to target companies with larger footprints. The four companies are continuing to transmit hundreds of thousands, and in some cases, millions, of suspected illegal robocalls.
Arizona Attorney General Kris Mayes (D.) said that after sending warning letters to 37 companies, 13 companies were removed from the FCC’s Robocall Mitigation Database, meaning no provider in the United States may accept their call traffic. In addition, 19 companies stopped appearing in any traceback results and at least four providers terminated high-risk customer accounts identified as transmitting illegal traffic.
“People know these robocalls are happening, they are dealing with it everyday, and it’s our job as law enforcement to do something about it. We can't just let Arizonans continue to be targeted for fraud and scams by these illegal callers,” AG Mayes said in a statement.
