Cybersecurity Policy Report, Meta’s New Personalized Ad Model to Get EC Scrutiny, (Dec 8, 2025)

The European Commission today acknowledged Meta Platforms, Inc.’s undertaking to offer European Union users with an alternative choice of Facebook and Instagram services that would show them fewer personalized ads to comply with requirements of the Digital Markets Act (DMA).
Meta’s move comes after the EC ordered it in April to pay a fine of 200 million euros ($232.8 million) for breaching DMA requirements that it provide consumers the choice of a service that uses less of their personal data (CPR, April 24). In a news release, the EC said Meta would give users the choice between consenting to share all of their data and seeing fully personalized ads or opting to share less personal data for an experience with more limited personalized advertising. The company plans to offer these new options beginning next month.
“Once implemented, the Commission will seek feedback and evidence from Meta and other relevant stakeholders on the impact and uptake of this new ad model,” the release concluded. “Users in the EU must have full and effective choice, which is their right under the DMA.”
