Singapore’s Cyber Security Agency (CSA) has released a “cyber landscape” report that highlights the CSA’s initiatives over the past year to “strengthen Singapore's cyber resilience against an increasingly complex and AI-enabled global threat landscape.”

The publication addresses how AI (artificial intelligence) is reshaping the cyber threat landscape and how phishing, scam operations, botnets, ransomware, and advanced persistent threats (APTs) are threatening organizations, the CSA said in a news release.

The CSA notes that AI has enabled threat actors to enhance phishing efforts and develop tools to bypass multi-factor authentication. Despite this, “phishing activity in Singapore declined in 2025, with approximately 4,800 phishing attempts reported to CSA, a 21 percent decrease from about 6,100 cases in 2024,” it said.

But the use of botnets, ransomware, and APTs rose significantly, with affected entities increasing to 284,300 in 2025, a 142% increase from 2024. Ransomware increased slightly with reported cases rising from 159 in 2024 to 165 in 2025.
