Global Daily Tax News, Norway Consults On Pillar Two Tax Regime Amendments, (Jun 19, 2025)
The Norwegian Government has launched a consultation on amendments to legislation governing the application of the minimum top-up tax framework on multinational enterprises, introduced in the Supplementary Tax Act and the Supplementary Tax Regulations.
The proposed legislative amendments would update the country's regime to reflect the release of new commentaries and administrative guidelines in June 2024 and January 2025 that were agreed by the BEPS Inclusive Framework.
The guidance and commentaries supplement the model Global Anti-Base Erosion (GloBE) rules, which were drawn up by the OECD as part of Pillar Two of its two-pillar international tax reform plan, aimed at ensuring that in-scope multinational enterprises pay a tax of at least 15 percent on their profits on a jurisdiction-by-jurisdiction basis.
The amendments are proposed to be effective from the 2024 income year. The deadline for responses to the consultation is August 4, 2025.
