Global Daily Tax News, Finland Suspends DTA With Russia, (Jul 6, 2026)
Finland suspended the application of the nation's double tax agreement with Russia from July 1, 2026.
The decision follows Russia's August 2023 announcement that it would unilaterally suspend application of certain provisions of the treaty, which was signed in 1996 and updated in 2002. Until July 1, 2026, Finland had applied the treaty in full unilaterally.
Previously announcing plans to suspend the deal, the Finnish Government noted that trade between the two countries has decreased significantly since Russia's invasion of Ukraine. Therefore, suspension of the deal is expected to have only minor economic impacts, with some taxpayers to newly face double taxation.
