Cybersecurity Policy Report, Defense Bill Amendment Would Renew Cyber Grant Program for State, Local Governments, (Jun 18, 2026)
Legislation that would provide cybersecurity grants to state and local governments and encourage them to adopt cybersecurity best practices today was offered as an amendment to the House version of the fiscal year 2027 National Defense Authorization Act (NDAA).
Rep. Andy Ogles (R., Tenn.), chairman of the House Homeland Security Committee’s cybersecurity & infrastructure protection subcommittee, proposed an amendment to the House NDAA (HR 8800) that incorporates the provisions of the Protecting Information by Local Leaders for Agency Resilience (PILLAR) Act (HR 5078), which Rep. Ogles sponsored.
The PILLAR Act would renew a $1 billion State and Local Cybersecurity Grant Program (SLCGP) enacted under the 2021 Infrastructure Investment and Jobs Act. The SLCGP expired on Sept. 30, 2025.
The PILLAR Act already cleared the House last November (CPR, Nov. 18, 2025), but attaching it to the NDAA improves its chances of eventual enactment. Congress has adopted NDAAs annually since 1961, and 607 amendments have been proposed for the House version of the 2027 NDAA, which the House Armed Services Committee approved earlier this month.
Today was the deadline for NDAA amendments set by the House Rules Committee. The committee announced that it was likely to meet during the week of June 29 to review the NDAA amendments and approve a legislative package for House consideration.
