On April 23, 2025, President Donald Trump issued an executive order to promote public literacy and proficiency in artificial intelligence (AI). The order, “Advancing Artificial Intelligence Education for American Youth,” seeks to encourage the integration of AI in education and job skills programs. The order establishes a federal task force, calls for the development of resources to teach youth about AI, and promotes training programs for educators on how to incorporate AI in their classrooms. The order also prioritizes the development of AI apprenticeship programs and national standards for such programs.
Task force. The order establishes the White House Task Force on Artificial Intelligence Education, which will be responsible for implementing the policies of the order and coordinating federal efforts related to AI education. The director of the Office of Science and Technology Policy is the chair of the task force, with other members consisting of various cabinet secretaries and senior members of the administration.
Presidential AI Challenge. The task force must establish plans for a Presidential Artificial Intelligence Challenge to “encourage and highlight student and educator achievements in AI, promote wide geographic adoption of technological advancement, and foster collaboration between government, academia, philanthropy, and industry to address national challenges with AI solutions.”
Education resources. The order calls for the development of “online resources focused on teaching K-12 students foundational AI literacy and critical thinking skills.” The order describes efforts the task force and its members shall take to establish public-private partnerships and fund these educational efforts. Further, the order requires the secretary of the Department of Education to issue guidance about the use of grant funds to improve education outcomes using AI. The education secretary is also directed to tap research programs to help state and local efforts at using AI “for improved student achievement, attainment, and mobility.”
Educator training, research. The order seeks to prioritize the use of AI in grant programs for teacher training, including the development of programs to train educators on how to integrate AI-based tools in their classrooms. The order also aims to prioritize research on the use of AI in education.
Apprenticeships. The order calls for increased participation in AI-related registered apprenticeships across industries. To that end, the order calls for the development of AI apprenticeship programs and national standards, and to encourage state and local workforce development agencies to use funds that foster the development of AI skills. The order also requires the Labor Department secretary to prioritize grant awards for applicants who are developing or expanding AI courses and certification programs. Further, all federal agencies are directed to consider AI as a priority area when providing educational grants.
