The EO directs the Treasury to launch a comparison website and implement saver match provisions through existing statutory authorities.
A new Trump administration executive order (EO), released with a fact sheet, directs the Department of the Treasury to establish a federal website designed to connect workers without employer-sponsored plans to qualifying individual retirement accounts. The order sets parameters for account eligibility, cost standards, and implementation of the Federal Saver’s Match, while assigning guidance and rulemaking responsibilities to the Treasury, the Internal Revenue Service, and the Department of Labor.
Expanded access to retirement accounts. President Donald J. Trump signed an executive order titled Promoting Retirement-Savings Access for American Workers by Establishing TrumpIRA.gov on April 30, 2026. The order states a policy objective of expanding access to high-quality, low-cost individual retirement accounts for workers who lack employer-sponsored retirement plans, including independent contractors, part-time workers, and self-employed individuals. It also emphasizes increasing public awareness of the Federal Saver’s Match enacted in the SECURE 2.0 Act.
The order directs the Secretary of the Treasury to establish a website, TrumpIRA.gov, by January 1, 2027. The website is intended to provide information about qualifying IRAs offered by private-sector financial institutions and to enable individuals to filter and compare options based on cost and quality criteria established by Treasury. The platform is also required to include information about eligibility for the Federal Saver’s Match contribution of up to $1,000 under 26 U.S.C. § 6433.
Qualifications for financial institutions. Under the order, TrumpIRA.gov may list only financial institutions that meet specified requirements, including acceptance of the Federal Saver’s Match, compliance with limits on net expense ratios, and the absence of minimum contribution or balance requirements. The order outlines permissible investment menus, referencing Department of Labor regulations related to target-date funds, balanced funds, and principal-protection options. The Treasury is instructed to set additional criteria consistent with applicable law.
Implementation. The EO’s implementation provisions assign multiple agencies defined roles. The Secretary of the Treasury is directed to ensure that eligible contributors receive the Federal Saver’s Match and to encourage financial institutions to accept those contributions. The Secretary of the Treasury and the Commissioner of Internal Revenue are instructed to issue guidance on the tax treatment of contributions made by tax-exempt organizations to IRAs on behalf of eligible workers. The Secretaries of the Treasury and Labor are also directed to issue regulations, exemptions, or guidance to protect workers and prevent prohibited transactions. The executive order further instructs the Secretary of the Treasury, in consultation with the Assistant to the President for Economic Policy, to prepare legislative recommendations to codify the policies described in the order.
