Ukraine will adopt new customs tax legislation aligned with EU law from January 1, 2027.

The Government said: "We plan to complete the development of the draft of the new Customs Code of Ukraine based on the EU Customs Code by the end of April and expect its final approval by the Verkhovna Rada in January 2026."

Aligning Ukraine's customs rules with the EU's was a key recommendation from the EU as part of its EU Enlargement Report published last fall. Progress achieved by September 1 will be included in the 2025 report and will influence the current assessment of Ukraine's readiness to join the EU.

The Government expects to finish preparing draft legislation this month. It will then be sent for translation in May and will be submitted to EU technical experts for review in June. It would then be tabled in parliament by August 31, 2025, the Government said.

Ukraine is expected to fully harmonize its customs legislation with that of the EU, as full alignment is necessary for all member states upon joining the EU.
