China's Finance Ministry has announced an extension to the stamp duty exemption for transactions involving taxpayers located in China's free trade zones.

Announcement No. 10 of 2025 provides that stamp duty will be waived on sale and purchase contracts where a China-resident taxpayer acquires goods from a non-resident enterprise for resale to another non-resident enterprise, where the goods never enter or leave China's customs territory – so-called offshore resale transactions.

The exemption will apply between April 1, 2025, and December 31, 2027.
