Global Daily Tax News, Tax Administration 2024 Report Released, (Nov 15, 2024)
On November 13, 2024, the OECD released Tax Administration 2024.
The report is targeted at tax administration analysts, intended to enable them to understand the design and administration of tax systems in other jurisdictions and to draw cross-border comparisons. It covers 58 jurisdictions.
The OECD said, while primarily aimed at analysts, the report may also be a useful tool for senior tax administration managers or officials in ministries of finance when considering changes in tax system administration.
The 2024 edition includes performance-related data, ratios, and trends up to the end of the 2022 fiscal year. For the first time since 2019, the report also examines in more detail the administrative, operational, and organizational practices of participating tax administrations.
It looks at how tax agencies have looked to new technologies in response to the evolving expectations and needs of taxpayers. These initiatives have included deploying virtual assistants, artificial intelligence and application programming interfaces.
The report also looks at the dispute prevention and resolution offerings of tax agencies, including the provision of public and private rulings, the use of Advance Pricing Arrangements, and the use of cooperative compliance programs.
The report contains a special feature which explores how tax administrations are estimating tax gaps. It notes, over the past few years, an increasing number of jurisdictions have started analyzing tax gaps, to better understand the scale and nature of non-compliance, emerging trends, and the general health of the tax system. Acknowledging that tax gap estimations are complex, the special feature provides an overview of key tax gap concepts and examples of international experiences in tax gap research.
