    Sri Lanka's Inland Revenue Department has set out plans to introduce requirements on taxable persons to immediately submit electronic invoice data to the tax agency.

    Sri Lanka is currently undertaking a pilot with selected taxpayers and has newly onboarded certain tea manufacturers and exporters and garment exporters. This pilot is informing the development of the "Web API System", which will enable taxpayers to submit invoice data directly from their ERP systems to the agency's Revenue Administration Management Information System (RAMIS) in real time.

    In Notice No. SEC/PN/VAT/2026-03, the tax agency has said the reporting requirements will be phased in, starting with VAT-registered export-oriented enterprises. Later, it will be expanded to all other VAT-registered persons. Real-time reporting requirements will cover:

    • Schedule 01: Output tax (including exempt supplies);

    • Schedule 04: Credit notes and debit notes; and

    • Schedule 07: Zero-rated supplies.

    The tax agency said information received from suppliers will support the pre-population of taxpayers' returns, replace manual reporting processes, and reduce errors.
