National law firm Manatt, Phelps & Phillips, LLP has added former FCC Chief of Staff Katherine Winfree to its Washington, D.C. office. She joins as a partner in the firm’s State Attorneys General and Consumer Protection practice groups.

With more than 30 years of government experience, Winfree is a nationally recognized leader in regulatory enforcement and consumer protection. She focuses her practice on providing strategic counseling and defense to consumer-centric clients facing state, multistate, and federal investigations and legal actions. As Chief of Staff for the FCC Enforcement Bureau, Winfree provided oversight and guidance on a broad range of projects concerning communications and technology law and regulation. She received her undergraduate degree from the College of William and Mary and her law degree from the University of Oklahoma College of Law.

“Kay’s high-level understanding of the inner workings of government investigations involving consumer regulatory matters and her extensive trial experience make her a powerful asset to our clients,” stated partner in charge of the firm’s State Attorneys General practice, Clayton S. Friedman. “Because individual and multistate attorneys general are increasingly aggressive in bringing enforcement actions, Kay’s unique background and strong relationships within various government agencies will help our clients stay ahead of and navigate enforcement matters as they arise.”

“Manatt has an impressive reputation in multistate regulatory work, particularly in the area of consumer protection, antitrust, privacy and financial services, making for an easy and natural transition from the public sector,” Winfree said. “I look forward to working closely with this well-respected national team and leveraging my government and regulatory enforcement experience to benefit clients.”

Manatt, Phelps & Phillips, LLP is a law and consulting firm with over 400 professionals in offices in Albany, Los Angeles, New York City, Orange County, Palo Alto, Sacramento, San Francisco, and Washington, D.C.
