Kansas Gov. Laura Kelly (D.) has signed into law a bill to enact significant reforms to the cybersecurity governance structure for the state.

HB 2574 establishes new oversight councils tasked with setting information technology standards, approving strategic IT plans, overseeing projects, evaluating cybersecurity programs, and supporting their respective chief information technology and security officers.

The bill (H.B. 2574, Reg Sess.) also modifies the roles and responsibilities of chief information security officers (CISOs) across all branches and key state offices, including the offices of the Insurance Commissioner, Secretary of State, State Treasurer, Attorney General, and the Kansas Bureau of Investigation. It requires these CISOs to develop cybersecurity programs based on nationally recognized standards, ensure annual cybersecurity training for all employees, and coordinate periodic audits of compliance with these programs.
