    The FCC’s Office of Engineering and Technology has invited comments on best practices related to the implementation of a fast-track priority review process for equipment authorization applications tested in “trusted test labs,” that is, testing entities that have been accredited and recognized by the FCC and that are located in the U.S., in countries with mutual recognition agreements (MRAs) in which the FCC participates, or in reciprocal economies.

    “OET seeks general comment on best practices for the implementation of a fast-track PAG [pre-approval guidance] process for Trusted Test Labs, including: How should we best prioritize applications from Trusted Test Labs in the PAG review process? If an application includes components from multiple test labs, should only the PAG items tested by Trusted Test Labs qualify for the fast-track process? What should be removed from the PAG list to create a streamlined list with fewer equipment categories for fast-tracked applications that use Trusted Test Labs?” OET said in a public notice in ET docket 26-119.

    “Are there other measures we should consider that will aid in the removal of associated lag time with the PAG review and approval process for fast-tracked applications? Should we introduce a dedicated category into the KDB [knowledge database] inquiry system for labs to identify applications tested by Trusted Labs? Are there any alternative approaches and additional considerations related to implementing a fast-track PAG process for Trusted Test Labs not listed in this Public Notice?” it added.

    OET noted that the FCC participates in eight MRAs: Asia-Pacific Economic Cooperation (APEC) Telecom MRA; IntraAmerican Telecommunications Committee of the Organization of American States MRA; European Union MRA; European Free Trade Association (EFTA) MRA; Japan MRA; Israel MRA; Mexico MRA; and United Kingdom MRA.

    As for reciprocal economies, OET cited Australia, Bahrain, CAFTA-DR countries (Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua), Chile, Colombia, Korea, Morocco, Oman, Panama, Peru, USMCA countries (Mexico and Canada), Argentina, Bangladesh, Cambodia, El Salvador, Guatemala, Indonesia, Malaysia, and Ecuador.

    Comments are due June 22, and replies are due July 6.
