Cybersecurity Policy Report, House Bill Aims to Protect Callers to Veterans Affairs, (Feb 27, 2026)

The Department of Veterans Affairs would have to implement multifactor authentication for some inbound calls under legislation introduced in the House.
The VA Call Center Multi-Factor Authentication Act (H.R. 7704, 119th Cong. (2026)) is sponsored by Rep. Barry Moore (R., Ala.) and co-sponsored by Reps. Matt Van Epps (R., Tenn.) and John Rose (R., Tenn.).
“This legislation requires the VA to implement multi-factor authentication (MFA) when callers seek to take actions that could result in serious, lasting harm if conducted by an impersonator—such as diverting funds, altering account access, or obtaining confidential records,” Rep. Moore explained in a news release.
“While the VA already requires MFA for online access to benefits and records, no comparable safeguard currently applies to high-impact actions conducted over the phone,” he said.
“Our veterans have sacrificed for this country, and the last thing they should have to worry about is a scammer stealing their hard-earned benefits,” Rep. Moore said. “As impersonators grow more sophisticated, we must ensure the VA keeps pace by securing high-impact actions with modern multi-factor authentication.”
