CMS re-established a matching program with the Department of War to verify health coverage information for applicants seeking Affordable Care Act insurance subsidies.
The Centers for Medicare & Medicaid Services (CMS) has announced the re-establishment of a matching program with the Department of War to verify whether individuals applying for health insurance affordability assistance are enrolled in a military health benefits plan that provides minimum essential coverage. The program will allow CMS to use enrollment data from TRICARE and other Department of War health plans when determining eligibility for Affordable Care Act premium subsidies and cost-sharing reductions. CMS said the matching program complies with Privacy Act requirements governing data sharing and verification of benefit eligibility. The program is scheduled to begin no sooner than 30 days after publication of the notice and will operate for an initial 18-month term, subject to possible renewal (Notice, 91 Fed. Reg. 50544 (Aug. 5, 2026)).
Dates. The deadline for comments on this notice is September 4, 2026. The re- established matching program will commence not sooner than 30 days after publication of this notice, provided no comments are received that warrant a change to this notice. The matching program will be conducted for an initial term of 18 months and within 3 months of expiration may be renewed for up to one additional year if the parties make no change to the matching program and certify that the program has been conducted in compliance with the matching agreement.
