Cybersecurity Policy Report, FCC Seeks Information on Test Labs With Chinese Government Ties, (May 3, 2024)

The FCC’s Public Safety and Homeland Security Bureau and Office of Engineering and Technology is seeking information from nine federal agencies on equipment test labs “with apparent ties to the Government of the People’s Republic of China.”
A public notice released yesterday cited the circulation of a draft notice of proposed rulemaking for consideration at the FCC’s May 23 meeting that proposes to take steps to ensure that test labs and telecommunications certification bodies (TCBs) aren’t owned or controlled by an entity on the “covered list” (CPR, May 2).
“As part of ongoing efforts by the FCC to protect our nation’s communications networks, the RFI will inform the FCC’s review of certain test labs. These test labs gather radiofrequency measurement data and develop technical reports concerning equipment that entities submit for FCC authorization for compliance with applicable technical rules,” the public notice observed.
“Recipients of the RFI include principals from the Bureau of Industry Security of the Department of Commerce, Cybersecurity & Infrastructure Security Agency, Department of Defense, Department of Justice, Federal Acquisition Security Council, Federal Bureau of Investigation, Department of Homeland Security, National Counterintelligence and Security Center of the Office of Director of National Intelligence, and National Security Agency. The RFI seeks responses by May 16, 2024,” it said.
