Global Daily Tax News, Draft Bill Would Suspend Filipino Property Tax Hikes, (Aug 31, 2026)
Draft legislation has been tabled in the Philippines that would suspend for two years key provisions of the Real Property Valuation and Assessment Reform Act (RPVARA).
House Bill No. 10808 would suspend the adoption of new or updated Schedules of Market Values (SMVs) and updated assessments. The delay would allow more time for preparation work to continue, enabling more time for data collection, consultations, and capacity-building.
The legislation was filed by lawmaker Miro Quimbo, who stated: "We can modernize our property valuation system without imposing sudden and excessive burdens on Filipino families, property owners, and businesses."
"Tax reform must not simply be about raising revenues," he said. "As we pursue broader reforms in our tax system, our objective is clear: to build a system that is fairer, more responsive, and one that protects taxpayers while ensuring the Government has the resources to serve our people."
