FDA requested public input to support international reviews of eight substances that may face new global drug-control restrictions.

The FDA is seeking public comment on eight drug substances that are being reviewed by the World Health Organization’s Expert Committee on Drug Dependence (ECDD) for possible international scheduling under global drug control treaties. The substances include six drugs undergoing critical review, such as the synthetic opioids cychlorphine, etomethazene, and spirochlorphine, and the designer benzodiazepines clobromazolam, desalkylgidazepam, and ethylbromazolam, as well as two drugs undergoing pre-review, etomidate and medetomidine. FDA said the substances have been associated with concerns including abuse potential, illicit trafficking, overdose risks, and public health harms, while some also have recognized medical or veterinary uses. Comments submitted to FDA will help inform HHS’s scientific and medical evaluation of the substances before the agency provides input to the ECDD on whether international controls should be recommended (Notice, 91 Fed. Reg. 55098 (Aug. 26, 2026)).

Dates. Either electronic or written comments must be submitted by September 3, 2026.
