The California state Assembly Committee on Privacy and Consumer Protection meets April 2 to consider a bill that would require “data digesters” to register with the California Privacy Protection Agency.

AB 3204 defines a “data digester” to mean a “business that uses personal information to train artificial intelligence.” The bill requires data digesters to register by Jan. 31 each year and pay a registration fee into a fund called the “Data Digester Registry Fund” that would be administered by the California Privacy Protection Agency. The fund would be used to “offset the reasonable costs of establishing and maintaining the informational website and the costs incurred by the state courts and the agency in connection with enforcing these provisions.”

The bill is sponsored by Assembly member Rebecca Bauer-Kahan (D.).
