Legislation to require cellphone carriers in Arizona to block certain illegal telemarketing and spam calls was introduced this week in the state House.

HB 2342 would also prohibit calls originating from dialer software. The bill would direct the Consumer Protection Division of the Attorney General’s Office to create a website where individuals could report violations, including details of the spam call number. The website would also allow residents to add their phone numbers to the Arizona Do Not Call List, which will be distributed to cellphone network carriers monthly.

The attorney general would also be directed to enforce the proposed law and issue a written warning for a carrier’s first violation of these provisions. Subsequent violations would incur a civil penalty of $100 per spam call, with $50 of each penalty retained by the AG’s office to support the Consumer Protection Division.

The bill (H.B. 2342, Reg Sess.) is sponsored by Rep. Teresa Martinez (R.).
