The new CAPE system will calculate and process tariff refund payments to importers.

The U.S. Customs and Border Protection (CBP) announced that its new CAPE system will launch on Monday to begin paying out more than $166 billion of “mis-tariffed” payments to importers. The system was rapidly developed after a Supreme Court ruling in February that certain tariffs were improperly assessed under the International Emergency Economic Powers Act (IEEPA).

In other tariff news, a 50 percent tariff announced by President Donald Trump against “A Country supplying Military Weapons to Iran” remains uncertain. Trump later confirmed that this included China as well as others, but appeared to take the threat off the table as to China, stating in a social media post that President Xi Jinping has agreed not to send weapons to Iran.

In this edition of Tariffs Insights, Thomas Thompson discusses the CAPE refunds system and tariff negotiations with China.
