Voximplant, Inc., has entered into a consent decree with the FCC’s Enforcement Bureau in which the company admits that its robocall mitigation database (RMD) certification was noncompliant and commits to implementing a compliance plan.

In an order released yesterday, the Enforcement Bureau noted that, following a review of certifications and robocall mitigation plans in the RMD, the Wireline Competition Bureau notified Voximplant in March 2024 that there were deficiencies in its certification and robocall mitigation plan. The WCB later referred the company to the Enforcement Bureau for investigation after the company did not respond, which resulted in the Aug. 6, 2025, removal of Voximplant’s certification from the RMD.

Voximplant later requested that it be reinstated to the RMD, the order said.

The compliance plan requirement in the consent decree is needed because of the company’s “previous failure to understand and comply with the Commission’s rules and the Bureau’s orders, as well as the Company’s robocall traceback history,” the order said.

Voximplant has “cured all deficiencies identified in the Order and will provide certification of their resolution,” the order said. “Voximplant shall be reinstated in the RMD upon notification of the Company’s appointment of a Compliance Officer and implementation of the Compliance Plan and Operating Procedures.”
