The senators expressed concern over the relationship between Tether and Lutnick and any possible influence Tether may have on Lutnick’s policy decisions.

Senators Elizabeth Warren (D-Mass.) and Ron have written to Department of Commerce Secretary Howard Lutnick and Tether Chief Executive Officer Paolo Ardoino regarding reports that Tether provided a loan to a family trust for Secretary of Commerce Howard Lutnick to finance his divestiture of Cantor Fitzgerald.” Citing a Bloomberg report, the letters said that “the day after Howard Lutnick divested his stake in Cantor Fitzgerald by selling it to his children, a credit document was filed in New York showing that Tether lent an undisclosed amount to ‘Dynasty Trust A,’ a trust for which Lutnick’s four children are beneficiaries.”

According to the senators, “[i]f reports of this loan are accurate, it would raise serious questions about the relationship between Secretary Lutnick and Tether, and the influence of Tether on Mr. Lutnick’s policy decisions.” The senators said they “want[ed] to ensure that Tether has not sought to bribe or otherwise exert control or influence over Secretary Lutnick.”

The letters noted several legal and regulatory matters concerning Tether’s conduct. According to the senators, “Tether’s stablecoin, USDT, has been used to finance illicit activity across the world and the company was reportedly under investigation by the Department of Justice as recently as 2024 for possible violations of sanctions and anti-money laundering laws.” The letters also raised concerns about Lutnick’s role in advising the Trump Administration on the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, which, according to the senators, “Tether lobbied heavily in support of and that included provisions favorable to foreign stablecoin issuers.”

The Senators requested responses to several questions from both Lutnick and Tether by May 13, 2026, regarding the loan and the relationship between Tether and Lutnick.
