Forty-one business and tech space organizations — including the Computer & Communications Industry Association, the National Association of Manufacturers, the Semiconductor Industry Association, the Software & Information Industry Association, TechNet, and the Telecommunications Industry Association — have urged the White House “to reassert its leadership on digital trade and stand up for U.S. business and workers who face damaging digital trade barriers in foreign countries.”

They cited concerns about the Office of the U.S. Trade Representative’s withdrawal of its support last fall for proposed World Trade Organization proposals “that protect cross-border data flows, prohibit data localization mandates, preclude discrimination against U.S. companies and the digital goods that they produce, and safeguard sensitive source code from malicious cyberactivity and theft.”

They also pointed to the omission of “many digital trade barriers” in USTR’s 2024 National Trade Estimate (NTE) Report on Foreign Trade Barriers.
