Cybersecurity Policy Report, Oregon Governor Signs Bill to Update Telemarketing Rules, (Jul 28, 2025)
Oregon Gov. Tina Kotek (D.) last week signed into law a bill to expand the definitions of telephone solicitations and auto-dialers to include text messages and restrict the time, frequency, and manner of such solicitation.
Among other things, HB 3865 will make it an unlawful practice under Oregon’s Unlawful Trade Practices Act for a person to initiate a telephone solicitation outside the hours of 8 a.m. to 8 p.m. and more than three times in 24 hours unless the person has an established business relationship with the party.
The new law will also make it unlawful for solicitors to misrepresent their identity, the purpose of the call, or other key information, and extends these prohibitions to text messages. The law further restricts the use of automatic dialing and announcing devices.
The bill (H.B. 3865, Reg Sess.) was sponsored by Rep. Nathan Sosa (D.).
