Manufacturers must show compliance with safety standards aimed at reducing the risk of death or injury to children.
The Consumer Product Safety Commission (CPSC) is seeking public comment on a proposed extension of the information collection requirements associated with the Safety Standard for Cigarette Lighters. The Office of Management and Budget (OMB) previously approved this collection under control number 3041-0116, with the current approval set to expire on November 30, 2025. Comments must be submitted by November 21, 2025 (CPSC Notice, 90 Fed. Reg. 45377 (Sept. 22, 2025)).
Description. The information collection involves the Safety Standard for Cigarette Lighters as outlined in 16 C.F.R. part 1210. It includes specific testing protocols, alongside obligatory recordkeeping and reporting requirements.
Purpose. The primary purpose of this information collection is to prevent deaths and burn injuries from accidental fires caused by children handling cigarette lighters. By enforcing the testing and documentation standards, CPSC ensures that manufacturers and importers adhere to safety measures designed to significantly reduce such incidents.
Burden estimates. CPSC estimates that approximately 30 firms will respond to the collection annually. The Commission expects four new models to be subject to initial qualification testing annually and approximately 139 lighters comparable to previously tested models (comparison lighters) to be subject to ongoing testing annually. The total annual burden is projected to be 1,000 hours. CPSC estimates that the total burden cost for firms to prepare, maintain, and submit testing records is within the range of $54,406 to $126,618, depending upon whether the firms choose to conduct testing in-house or through outsourcing.
