September 16, 2020. Interim final rule, in response to an emergency petition regarding the phase-in and compliance requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 141, Minimum sound for hybrid and electric vehicles, modifies the phase-in schedule by deferring the phase-in and compliance dates by six months. However, NHTSA denied the petition’s request for an alternative performance option during the phase-in period. NHTSA seeks comment on all three of the petitioner’s requests and the agency’s response (NHTSA Interim final rule, 85 FR 54273, September 1, 2020).
