Cybersecurity Policy Report, Minnesota, New Hampshire Join State Privacy Regulators’ Consortium, (Oct 8, 2025)

The California Privacy Protection Agency (CPPA) announced today that Minnesota and New Hampshire had joined the Consortium of Privacy Regulators, a bipartisan effort to implement and enforce state privacy laws across the country.
The consortium was established in April by the CPPA and the attorneys general of California, Colorado, Connecticut, Delaware, Indiana, New Jersey, and Oregon. It is designed to facilitate discussions of privacy law developments and shared priorities, with a focus on consumer protection across jurisdictions (CPR, April 16). The expansion comes as Minnesota and New Hampshire each enacted comprehensive privacy laws in 2024 that took effect this year, according to the CPPA announcement.
“We look forward to collaborating with Minnesota, New Hampshire, and states nationwide as we continue growing our collective privacy enforcement apparatus,” said Michael Macko, head of enforcement at the CPPA. “We're entering a new era of enforcement as state privacy laws continue to harmonize and expand.”
“Collaboration with states across the country makes it easier for us to protect Californians,” added CPPA executive director Tom Kemp. “Privacy matters to people, and we're committed to working together to protect these important rights.”
