The OECD is providing technical support to authorities in Kazakhstan on the implementation of the Crypto-Asset Reporting Framework (CARF).

On May 5, 2026, experts from the OECD Global Forum Secretariat delivered a virtual training event for officials from Kazakhstan's State Revenue Committee, the Ministry of Finance, the Ministry of Artificial Intelligence and Digital Development, the National Bank, the Astana International Financial Centre, and the Ministry of Foreign Affairs.

The technical support is being provided to support Kazakhstan's ambition of commencing automatic exchanges with other nations in respect of crypto-asset transactions from 2027. The OECD said the training session sought to raise awareness of the framework among sector regulators and other key stakeholders, while fostering a shared understanding of institutional roles and responsibilities to ensure its coordinated and effective application.

The CARF provides for the automatic exchange of tax-relevant information on crypto-assets and was developed to address the rapid growth of the crypto-asset market. It will expand the scope of the Common Reporting Standard (CRS) – the international standard providing for the automatic exchange of information in tax matters – to certain electronic money products and central bank digital currencies.

Changes have also been made to ensure that indirect investments in crypto-assets through derivatives and investment vehicles are now covered by the Common Reporting Standard.
