European antitrust practitioner Lars Kjolbye has joined Latham & Watkins LLP as a partner in its Brussels office, the law firm has announced.

Kjolbye has focused his practice on European Union competition law, including abuse of dominance, restrictive practices, merger control, State aid, and energy regulation. He has experience in a range of industries, including electronics and software, energy, pharmaceuticals, telecommunications, transport, and consumer products. Kjolbye joins the firm from the Brussels office of Covington & Burling LLP.

Before entering private practice, Kjolbye spent ten years in a variety of roles at the European Commission’s Competition Directorate General. From 2006 to 2008, he headed the Energy and Environment Unit, where he led high profile investigations and inquiries into gas and electricity markets. As deputy head of the Coordination and Scrutiny Unit from 2003 to 2006, he was responsible for reviewing cases by the various enforcement units and assisting case teams with economic and legal analysis.

From 1999 to 2003, he served as a policy officer in the Legislation and Policy Unit, where he helped reform the antitrust procedures that govern antitrust investigations, including as part of a team that drafted Regulation 1/2003, which established a new procedural framework for applying Articles 101 and 102. From 1997 to 1999, he worked as a case handler in the Pharmaceuticals and Consumer Goods Unit, where he handled investigations into joint and single firm conduct. He previously served as a referendaire at the European Court of Justice.

“Lars will bring a broad range of expertise and deep industry knowledge to the practice,” said Jean Paul Poitras, Office Managing Partner of Latham & Watkins in Brussels. “He has advised on a number of landmark matters in recent years and his experience offers significant synergies with our practice.”

“We are delighted to welcome Lars to our team,” added Michael Egge, the firm’s Global Co-Chair of the Antitrust & Competition Practice. “He is a great personal fit and an exciting talent, with deep EC credentials and substantive EU law expertise.”

Kjolbye received his law degree from Aarhus University in Denmark in 1990 and an LLM from King’s College at the University of London in 1991.

Latham & Watkins is a global law firm with approximately 2,000 attorneys in 32 offices, including Abu Dhabi, Barcelona, Beijing, Boston, Brussels, Chicago, Doha, Dubai, Düsseldorf, Frankfurt, Hamburg, Hong Kong, Houston, London, Los Angeles, Madrid, Milan, Moscow, Munich, New Jersey, New York, Orange County, Paris, Riyadh, Rome, San Diego, San Francisco, Shanghai, Silicon Valley, Singapore, Tokyo, and Washington, D.C.
