Cybersecurity Policy Report, House Committee Advances Bill to Ease Burden on ID Theft Victims, (Sep 18, 2025)
Legislation that aims to ease the burden on victims of identity theft by giving them a single point of contact at the Social Security Administration (SSA) yesterday cleared the House Ways and Means Committee.
The committee voted 39-1 to advance the Improving Social Security’s Service to Victims of Identity Theft Act (H.R. 5345, 119th Cong. (2025)).
Introduced by Rep. David Kustoff (R., Tenn.), HR 5345 would direct SSA “to ensure that any individual whose social security account number has been misused … has a single point of contact at the Social Security Administration throughout the resolution of the individual’s case,” according to the bill’s text.
“The single point of contact shall track the individual’s case to completion and coordinate with other units to resolve issues as quickly as possible,” it says.
“This bill creates a one-stop shop for those trying to protect themselves from identity theft,” Rep. Kustoff said in a news release. “Having a single, direct point of contact at the Social Security Administration will undoubtedly streamline the process. It will make it easier—and it will make it faster—for victims to get relief.”
