Cybersecurity Policy Report, House Bill Would Codify White House Timeline for Adoption of Quantum-Proof Encryption, (Jun 30, 2026)
President Trump’s executive order (EO) requiring federal agencies to adopt quantum-resistant encryption by 2031 would be codified under legislation (HR 9516) introduced yesterday by Rep. Pat Harrigan (R., N.C.).
The EO revised the 2035 deadline set by the Biden administration. It requires federal agencies to inventory their encrypted systems and set priorities for the deployment of new encryption tools that can withstand a quantum-enabled cyber attack (CPR, June 23).
Legacy encryption tools will be vulnerable to hackers once quantum technology advances sufficiently because quantum computers will be able to easily solve the math problems underlying existing cryptographic methods.
“President Trump is right to get ahead of this challenge now instead of waiting until it's a crisis,” Rep. Harrigan said in a news release. “This executive order puts the federal government on a path to secure some of our most important systems against the next generation of cyber threats. My legislation builds on that work by putting those priorities into law and ensuring future administrations continue preparing for a world where quantum computing fundamentally changes the cybersecurity landscape.”
