Federal Tax Day - Current, I.1, Health Care Price Transparency Rules Proposed (NPRM REG-107111-25), (Dec 23, 2025)
The Treasury Department and the IRS, in collaboration with the Departments of Labor and Health and Human Services, have proposed amendments to price transparency reporting requirements for group health plans and health insurance issuers. The proposed regulations would apply to non-grandfathered group health plans and issuers of non-grandfathered group and individual health insurance coverage. The agencies propose to delay the applicability of the amendments for 12 months after finalization.
The proposed rules would set technical requirements for public pricing disclosures of health care services. The agencies indicated that the proposed regulation would further the aims of Executive Order 14221, which promotes transparency in health care pricing information.
