German Defence Minister Boris Pistorius has announced that the ministry plans to create an independent branch of the country’s armed forces to focus on the cyber domain and to counter Russia’s increasing cyber aggression toward Germany and its allies.

The Cyber and Information Domain Service (CIR) will be responsible for carrying out military actions in the cyber and information space. The CIR will engage in hybrid threat analysis and will carry out tactical operations in cyberspace, according to the ministry.

Under the restructuring of the German armed forces, the four branches of the German military will operate under a new central command that will combine two previously separate commands. The branches of the armed forces will continue to be responsible for tactical leadership, but Minister Pistorius noted that one particular challenge for the foreseeable future would be the distribution of scarce key capabilities necessary to the successful fulfillment of missions by all the branches of the armed forces.
