Since its inception, the program has recovered over $1 billion in stolen proceeds on behalf of 5,790 U.S. victims.
The Financial Crimes Enforcement Network’s (FinCEN) Rapid Response Program (RRP) has assisted in blocking over $268 million in stolen funds for U.S. victims, totaling over $1.8 billion since the program was initiated, according to a FinCEN release and Fact Sheet. RRP is a partnership between FinCEN, U.S. law enforcement, and foreign partners that assists victims and their financial institutions recover stolen funds sent abroad through cyber-enabled fraud.
“FinCEN can quickly share financial intelligence with counterpart foreign intelligence units and encourage foreign authorities to stop and repatriate the fraudulent transactions using their legal authorities,” the agency said. “FinCEN’s RRP has been used to confront cyber threats in more than 96 foreign jurisdictions against a multitude of cyber schemes, including business email compromise ($425.2 million interdicted), investment fraud ($49.8 million interdicted), and phone scams ($54.5 million interdicted).”
Fraud victims or their financial institutions must file a complaint with law enforcement, such as the Federal Bureau of Investigation, to initiate the RRP process. FinCEN encourages fraud victims to file a complaint as quickly as possible. Financial institutions should provide available secondary information in subsequent communications with law enforcement, and in any suspicious activity reports.
