The U.S. Copyright Office today announced three public meetings as part of its initiative to improve the function of recording copyright documents pursuant to 17 U.S.C. §205 (79 Fed. Reg. 6636, February 4, 2014). On January 15, the Office published a Notice of Inquiry seeking public comments on proposed improvements to the document recording system. Written comments on the Notice of Inquiry are due by March 15, 2014.
The public meetings are scheduled for March 25 at UCLA Law School in Los Angeles, California, March 26 at Stanford Law School in Santa Clara County, California, and March 24 at Columbia Law School in New York City. The meetings are open to the public, but participation at the principal discussion table is limited and must be requested by February 28. Today’s announcement contains further details regarding the meetings, including instructions for submitting a request to participate.
Discussion at the meeting will focus on the five key areas proposed by the Office in its Notice of Inquiry: (1) a guided remitter responsibility model of electronic recordation; (2) the use of structured electronic documents that contain their own indexing information; (3) the linking of recordation records to registration records; (4) the use of standard identifiers, and other metadata standards, in recorded documents and the catalog of such documents; and (5) potential additional incentives to record documents pertaining to copyrights.
The tentative agenda for the public meetings includes the following topics: Linking Recordation and Registration Records; Standard Identifiers and Metadata Standards; and Additional Incentives to Record Documents. A detailed agenda will be posted by March 18 on the Recording and Reengineering page of the Copyright Office website. The page also contains links to the Comment Submission Form and to comments already submitted.
