Global Daily Tax News, Colombia Guides On Administration Of New 'Peace' Levies, (Mar 7, 2025)
Colombia's federal tax agency has issued in-depth guidance on how to declare liability to three levies implemented last month to fund efforts to restore peace in the Catatumbo region.
In particular, the guidance discusses changes to the value-added tax return and filing instructions following the introduction of 19-percent value-added tax on electronic games of chance.
The measure was one of three that became effective on February 22, 2025, alongside an increase to stamp duty for high-value transactions and the introduction of a new one-percent levy on the first sale of hydrocarbons, including coal.
As explained in the guidance, new fields 104, 105, 106, and 107 have been added to the value-added tax declaration, enabling the tax agency to demarcate income from online gambling services from in-person gambling services.
The guidance announces the release of two new forms for the administration of the tax on hydrocarbons – forms 490 and 690 – and changes to the stamp duty declaration.
