Bitnomial’s new exchange unifies spot, perpetuals, futures, and options with portfolio margining to increase capital efficiency for U.S. crypto traders.

The CFTC announced that spot cryptocurrency products will, for the first time, begin trading on U.S. federally regulated derivatives exchanges, marking a historic expansion of the nation’s digital-asset market structure. Acting Chairman Caroline Pham framed the development as a cornerstone of the Administration’s broader push to establish the United States as the “crypto capital of the world,” while Bitnomial simultaneously revealed the launch of the first leveraged retail spot crypto exchange operating under full CFTC oversight. Together, these actions introduce a regulated alternative to offshore platforms, offering unified access to spot, perpetuals, futures, and options within a single capital-efficient framework.

In announcing the CFTC initiative, Pham emphasized the agency’s longstanding role in fostering “responsible innovation … by balancing regulatory flexibility with core principles that safeguard both institutional and retail traders.” Pham linked the new listing pathway to the broader all-of-government digital-asset strategy developed under President Trump and highlighted the need for safe domestic trading venues after repeated failures and losses on unregulated offshore platforms. Pham also criticized the CFTC’s past reliance on “regulation by enforcement,” noting that Congress had authorized retail commodity transactions on exchanges fifteen years earlier, but the agency had not provided clarity until now.

According to Pham, the new regime is grounded in existing CFTC authority and implements recommendations from the President’s Working Group on Digital Asset Markets. The rollout stems from the CFTC’s “Crypto Sprint,” which generated public consultation and coordinated engagement with the SEC. Additional components of the initiative include exploring tokenized collateral, including stablecoins, in derivatives markets and rulemakings to modernize margin, clearing, settlement, reporting, and recordkeeping rules to accommodate blockchain-based infrastructure and tokenization.

Bitnomial’s accompanying announcement details the operational significance of this regulatory opening. As a CFTC-regulated Designated Contract Market and Derivatives Clearing Organization, Bitnomial will offer leveraged spot crypto trading with net settlement and portfolio margining across all product types. CEO Luke Hoersten stated that “leveraged spot crypto trading is now available under the same regulatory framework as U.S. perpetuals, futures, and options,” underscoring the role of clearinghouse risk management and broker intermediation in reducing counterparty exposure. Scheduled to launch in the week of December 8, 2025, Bitnomial’s platform aims to set a new U.S. standard by combining derivatives-grade protections with the capital efficiency traditionally found only on offshore exchanges.
