Brazil's Government is seeking to implement a standardized electronic invoicing standard for invoices issued for services transactions, Nota Fiscal de Servicos Eletronica (NFS-e).

The Federal Revenue has issued a statement outlining ongoing preparations, ahead of the introduction of a mandatory requirement for invoices to adhere to the national NFS-e standard starting 2026.

Currently, each municipality has its own rules regarding the format of electronic invoices for services. As part of preparations for the implementation of Brazil's new value-added tax regimes, these requirements are being harmonized, to reduce compliance costs for businesses and improve opportunities for oversight and cooperation between municipalities.

The Revenue said, as of early August, over a quarter of municipalities (1,463) have now agreed to enforce the national standard, with 291 already having deployed it.

The tax agency said: "To alert city halls of the change and on the need for guidance on adherence, the Federal Revenue Service sent letters and notices to municipalities. In the first batch, letters were sent to 3,772 city halls across the country that had not yet adopted the standard. In addition to the letters, municipal agencies received notices in their e-CAC mailboxes."

Officials from the Federal Revenue are monitoring developments in each municipal entity and are providing technical assistance where necessary, the Revenue said.
