Global Daily Tax News, Brazil Adds To New Value-Added Taxes Portal, (May 21, 2026)
Brazil's Federal Revenue Service has revamped its national consumption tax reform portal (RTC).
The portal is intended to assist taxpayers and their agents to understand and comply with their obligations under the nation's two new value-added tax regimes: the federal Contribution on Goods and Services (CBS) and the Tax on Goods and Services (IBS).
As of January 1, 2026, taxpayers are required to issue specified electronic tax documents highlighting the CBS and IBS due, itemized by transaction, in the defined format. Further, taxable persons under the two regimes are required to register with the Brazilian National Registry of Legal Entities (CNPJ) from July 2026.
As 2026 is a test year for the two regimes, taxpayers will be absolved from the requirement to remit IBS and CBS if they issue the required tax documents and declarations.
The Federal Revenue Service said the portal now includes improvements to the API, new credit and payment management tools, and new features intended to support the calculation of CBS liability.
Improvements to the API newly enable companies and developers to check CBS debts automatically; integrate internal systems (ERPs) with the RTC platform; and obtain up-to-date data on taxes (current and retroactive), the tax agency said.
The tax agency is planning to add additional features shortly, including:
DARF payment functionalities; and
The ability to view CBS payments and check CBS credits.
The portal can now also automatically process various types of tax filings, including:
Supplementary Invoices;
Debit notes for inventory losses;
Cancellation of credits (exempt/out of scope transactions);
Late payment fees and interest;
Advance payments; and
Events involving loss, theft, or robbery.
Many features regarding the payment of CBS and refund claims are currently in beta testing phase.
The tax agency is also planning to roll out a feature that will detect overpayments by taxpayers and will return funds, without intervention, within three business days.
