Cybersecurity Policy Report, Bill to Sharpen NTIA’s Cyber Focus Clears House, (Jul 14, 2025)
A bill to refocus the National Telecommunications and Information Administration’s Office of Policy Analysis and Development on the security of communications networks today cleared the House by voice vote.
Sponsored by Reps. Jay Obernolte (R., Calif.) and Jennifer McClellan (D., Va.), the NTIA Policy and Cybersecurity Coordination Act (HR 1766) would give the NTIA’s Office of Policy Analysis and Development a new name—the Office of Policy Development and Cybersecurity—and codify its activities. The new office would also provide technical assistance to small and rural telecom carriers.
“As more and more of Americans’ lives move into a digital format, it’s leaving the information of Americans more and more vulnerable to cyber attacks. That’s why it’s critical that we establish cybersecurity protocols and capabilities to counter the threats,” Rep. Obernolte said today on the House floor.
“This bill is an important step toward doing that. It establishes a new Office of Policy Development and Cybersecurity within the National Telecommunications and Information Administration. The role of this office would be to research cybersecurity vulnerabilities in the American economy and within our government and to coordinate efforts to counter cyber threats,” he added.
A companion bill (S 2049) has been introduced in the Senate by Sens. John Hickenlooper (D., Colo), Shelley Moore Capito (R., W.Va.), Lisa Blunt Rochester (D., Del.), and John Curtis (R., Utah) (CPR, June 16).
