    Another former commercial roofing company exec pleads guilty. Sentencing hearing set for May.

    As a result of a long-running antitrust investigation, the former president/chief executive officer of an unnamed commercial roofing company pleaded guilty on February 25 to conspiring to rig bids for commercial roofing projects in Florida. Gregg Wallick was charged with conspiring with rivals to agree on the prices they submitted to their customers. The co-conspirators allegedly agreed on terms, including who would submit an intentionally high bid to corruptly assist the other, which is known as a “comp” or “cover” bidding scheme. The challenged conduct took place between September 2020 and lasted through at least February 2022. According to the charge, the defendant’s company illegally obtained more than $3.5 million as a result of the anticompetitive conduct. The case was filed in the federal district court in Ft. Lauderdale (US v. Wallick, No. 0:26-cr-60032-AHS (S.D. Fla. Feb. 25, 2026)).

    Earlier charges. Wallick is not the only individual or company in the Florida commercial roofing sector to plead guilty to antitrust charges. In August 2024, the Department of Justice Antitrust Division announced bid rigging charges against a commercial roofing company—Service Works of Ft. Lauderdale, LLC, and an individual branch manager of the Ft. Myers outlet of an unnamed Tampa-based roofing company—Kenneth W. Cody. Both Service Works and Cody pleaded guilty. These cases were filed in the federal district court in Fort Meyers, Florida.

    Since then, others in the industry have been charged and pleaded guilty. In January 2025, the Justice Department announced new charges and pleas. Among those identified were Glenn Bailey and Christopher Rakos, who were reportedly connected with Colonial Roofing, Inc., as well as Douglas Sutter, the president of a Sarasota-based roofing company. Again, these charges were filed in the Middle District of Florida.

    Prior to the charge against Wallick, the most recent action was filed in June 2025. At that time, Baron C. Owens, who was an estimator and project manager for an unnamed commercial roofing company, was charged with bid rigging. In that case, also filed in the Middle District of Florida, the challenged conduct took place between 2018 and February 2023. Sentencing for Owens is set for April.

    Sentencing for Wallick. At this time, the sentencing hearing for Wallick is set for May 19. Under the plea agreement, the government has agreed to recommend a two-level sentencing reduction for the defendant’s conduct. The recommended reduction is based on the defendant's acceptance of personal responsibility.
