CMS leveraged voluntary commitments from major Medicaid technology vendors to accelerate system modernization and reduce state administrative burdens associated with implementing new community engagement requirements.

CMS announced that ten Medicaid technology companies voluntarily committed more than $600 million in free or discounted services to help states implement new community engagement requirements established under the Working Families Tax Cut (WFTC) legislation. In a press release, the agency said these commitments were intended to reduce administrative burdens, modernize eligibility and enrollment systems, and support accurate verification of work, education, volunteer service, or job training activities. CMS explained that states needed updated systems capable of automated data checks, improved data coordination, and streamlined eligibility assessments to operationalize the new requirements. The agency stated that the vendor contributions would offset the costs of these upgrades and allow states to adopt modern tools without additional financial strain. CMS also highlighted its broader modernization efforts, including guidance issued in late 2025 and development of the open source EMMY platform to support eligibility determinations. The pledged support aligned with federal efforts by expanding testing environments and enhancing verification tools. The agency said the initiative aimed to create a more efficient, beneficiary centered experience by supporting outreach, secure data sharing, and community based referral tools. CMS added that savings from the voluntary commitments would enable states to invest in longer term improvements to Medicaid technology infrastructure. CMS further noted its collaboration with the General Services Administration to simplify procurement so states could more quickly access qualified vendors at transparent prices. The agency framed these combined efforts as essential to reducing administrative burden, improving accuracy in eligibility determinations, and supporting the policy goals of community engagement.
